Promoting the Institutional Reform on Chinese Higher Education: The Only Approach to Improving the Quality of Chinese Higher Education

提高我国的高等教育质量应当采取多方面的措施,而更具全面性、传统性、关键性的举措,是推进高等教育体制的改革。1980年代以来的我国高等教育改革已经取得了丰硕成果,但深层次的体制性改革尚未取得根本性突破。必须进一步推进高等教育体制改革,实现政府宏观管理、高校自治、社会参与治理建设,并改革完善高等教育招生、培养、就业、国际化教育等多方面的体制,解放和发展高等教育生产力,从根本上保障我国高等教育质量稳定持续地提高。

Various measures should be taken to improve the quality of Chinese higher education while the only effective approach is its institutional reform.Since the 1980s,the reform on Chinese higher education has produced some good results but no breakthrough in its institutional reform.Further reform should cover the following aspects: better government's macro-management,good self-administration,more social participation,better enrolment,training,employment and international cooperation if high quality of Chinese higher education is expected.
