摘要
提出了公平累加分配席位的方法,并证明了该方法在一定条件下满足公平分摊原则和席位单调性原则.并进一步指出该方法具备更多的公平性质.
In this paper a fair method is derived for the problem of apportioning seats among political parties or regions. Moreover, It is proved that this method satisfies fair share and is house monotonicity on certain conditions. That is, no state＇s allocations deviates from its fair share, and as the total number of seats to be increased, with populations fixed, no state＇s allocations goes down.
