In the process of rapid development of urbanization in China, the existing financing mode can not meet the demand for capital of the local government in the process of economic development. It means a lot for local governments to explore possible new means of financing to solve this problem. This paper analyzes the risks of existing financing model, and discusses the feasibility of the issuance of municipal bonds In Tianjin city as an example at last.
