新一轮转变经济发展方式,调整经济结构,首先应准确把握好三个方面的基本要求,即围绕平衡、协调、可持续三个指向,解决好动力、效率、公平三个问题,实施内需主导、创新驱动、绿色增长、改革开放和民生为本五条路径;其次,应发挥好政策对转方式调结构的促进和导向作用;最后,应处理好经济增长与转方式调结构、远期目标与阶段性目标、整体与局部、政府与市场、顶层设计与地方探索、激励与约束、整体推进与重点突破以及经济发展与改善民生八个方面的关系。

In the new round of transforming economic development pattern and adjusting economic structure, first, we should center on the three directions of balance, coordination and consistency, solve the issues on motivation, efficiency and equality, and meet the basics requirements of five paths, i.e. domination of domestic demand, innovation drive, green growth, reform and opening - up, and livelihood - oriented. Second, we should make full use of the roles of promotion and directions of policies for transforming patterns and adjusting structure in the progressive process from policy to system. Finally, we should properly deal with eight relations in the construction of the policy system of transforming pattern and adjusting structure, i.e. economic growth vs. transforming pattern and adjusting structure, long- term goals and short- term goals, the whole and the part, government and market, top - level design and local exploration, incentives and constraints, overall advancement and breakthroughs in key areas, and economic development and improving people＇s livelihood.
