扶贫开发政策与农村最低生活保障制度运行衔接研究

A Study of the Combination of Operation on Development for Poverty Relief and Rural Subsistence Allowance System

农村扶贫开发和最低生活保障制度,是国家扶贫战略的两个重要支点,是国家对农村贫困群体扶助政策体系的两大组成部分。两项制度的衔接有利于我国早日实现"基本消除绝对贫困现象"的目标。两项制度在运行过程中,在贫困对象识别、扶持措施以及管理环节等方面的衔接都不够充分,需要进一步探索和总结,促进两项制度的有效衔接,提高扶贫政策的有效性。

Development for poverty relief and rural subsistence allowance system are the two important fulcrums of national poverty relief strategy and the two components of rural poverty relief policy system. The combination of two system is helpful for early realization of China＇s＂eliminating absolute poverty＂ target. The combination of two system in object recognition, support measures and management aspects during operation are inadequate, requiring further exploration and summary to promote effective combination of two system and to improve the effectiveness of the poverty relief policy.
