摘要
文章论述了淮河临淮岗水利枢纽工程在防洪调度及综合利用方面的潜在价值,依据淮河流域的控制调度原则,制定了不同控泄流量下的各闸最佳控泄实施方案,达到科学调度、合理控泄的防洪目标;针对淮河临淮岗水利枢纽工程在生活与工业用水、农业灌溉以及航运等方面发挥其潜在调度功能的必要性和可行性进行了论证,并提出了初步的综合利用建议方案。研究成果为淮河流域的防控大洪水提供技术支撑,也为挖掘水利枢纽潜在功能指明了工作方向,并提供一定的技术参考依据。
The potential value of Linhuaigang water control project in flood control and comprehensive utiliza- tion is introduced. Based on the dispatches principle of Huai River region, a concrete plan of flood-carrying with different flow discharge rates is developed to reach the target of scientific operation and reasonable control of the flood. It is proved to be necessary and feasible that Linhuaigang water control project plays a potential role in providing water for people's life and industry, agricultural irrigation and river navigation. Suggestions about further comprehensive utilization of the project are put forward. The presented research provides a tech- nical support for flood controlling in Huai River region, and it also offers a reference and technical basis for excavating potential functions of water control project.
