On the Motivation and Mechanism of Food Safety Supervision and Administration

为了解决食品安全问题,学术界和实务界提出了许多措施,有些已经付诸实施。但是,效果不理想是公认的事实。究其原因,在于食品监管的公正、严格执法的动力机制没有解决,缺乏动力的各种措施,很大程度上被虚置和消解。解决之道在于综合发挥行政和社会的力量,为食品安全提供强大的推动力。

Although academic and practical circles have put forward a lot of measures to solve the problem of food safety, some of which have even been put into use, the effect is not ideal, which has been known to the public. The reason for these phenomena is that the motivation mechanism is not solved yet, which leads to the invalidity of the measures mentioned above. The measures to be taken to fix the problem should give full play to the power of government and society as well.
