农业是建设中原经济区的战略基础和重中之重

AGRICULTURE IS THE STRATEGIC FOUNDATION AND IS OF THE GREATEST IMPORTANCE IN THE CONSTRUCTION OF THE CENTRAL PLAINS ECONOMIC REGION

提出农业是建设中原经济区的战略基础,从搞好粮食功能区建设、保护和提高粮食产能、构建现代农业产业体系、创新农业经营方式、促进农业可持续发展等几方面,论述坚持走中国特色农业现代化道路的主要要求。认为我国应以主食产业化为突破口做大做强粮食产业,具体分析我国粮食产业三个要注意的问题和我国主食产业化的四个要求。从政策支持、税收优惠和分类指导等方面对国家支持主食产业化提出建议。

The paper believes that agriculture is the strategic foundation of building the Central Plains Economic Region and it discusses the main requirements for sticking to the path of agricultural modernization with the Chinese characteristics from such aspects as constructing food functional areas, protecting and improving food production capacity, building a modern agricultural industrial system, innovating agricultural operations and promoting the sustainable development of agriculture. It also moves that China strengthen and greatly develop its food industry with the staple industry as a breakthrough. The paper then analyses three problems in China＇ s grain industry and four requirements for China＇ s staple industrialization and comes up with some suggestions on industrializing the staple industry by giving policy support, tax incentives and classification guidance.
