This paper discusses the poverty factors of Huaigeda Zanhuang county, Hebei province, then describes the economic village, Huangbeiping township, development measures with the help of Hebei Jiaotong Vocational and Technical College. The paper proposes two points that funds poverty alleviation is the basis, while the culture poverty alleviation and science-technology poverty alleviation are the key.
