从规划体系看城市总体规划与土地利用总体规划

Comprehensive Urban Planning and Land Use Planning in Terms of Planning System

作者首先从我国规划体系的现状特征出发，分析我国城市总体规划与土地利用总体规划（简称两规）的关系和不协调的原因。然后，从构建新的规划体系着眼，提出建立城市总体规划与土地利用总体规划等规划相协调的规划法规体系、规划行政体系和规划运作体系。

Based on existing features of China's planning system, the author first analyzes the relationship and the cause of conflict between comprehensive planning and land use planning. Then from the perspective of building up new planning system, the author presents law and regulation system, administration system and operation system, in accordance with both types of planning.
