Study on two Questions about the Committee of Settlement in Xinjiang

1935年,为解决严重的财政问题、恢复经济是盛世才政府设立屯垦委员会的直接动因;弱化教导团这些军队的实力、巩固统治是盛世才推行军屯的政治目的。屯垦委员会领导的屯田具有准备不足、条件简陋、人员复杂、军队色彩由浓逐渐减弱等特点。

In order to solve the serious financial problems and recovery economic were motivations that Sheng Shicai set up the Settement Committee in 1935. Weaking the strength of the army like training corps and to consolidates the rule was the political purposes. Settement Committee had features： lack of preparation, the poor condition, complex peoples and the colour of military was from dark to weak gradually.
