摘要
分析了装备研制项目中止决策的重要性及其特征,论述了结合转阶段评审对项目进行中止评估的可行性,并给出了装备研制项目中止决策的运行程序,最终规范了装备研制项目中止与否的科学决策程序。
The importance and characters of ceasing decision are analyzed, and the feasibility of ceasing evaluation integrating phase transfering appraisement is discussed as well. Equipment research project ceasing decision program is proposed in this paper, which aims to normalize the ceasing deci- sion making.
