摘要
离退人员是社会人群中的一个特殊的群体,他们都曾经为整个国家建设事业的发展做出过积极的贡献。但是,人口老龄化是社会发展的必然趋势,随着计划生育的实施,医疗保健事业的加强,人口死亡率在下降,人口平均寿命在延长,中国社会正逐步处于老龄化过程中。第六次全国人口普查显示,我国60岁及以上老年人口已达1.78亿,占总人口的13.26%,加强老年人服务体系建设的任务十分繁重。本文结合本单位社会职能移交实际,探讨如何加强和优化离退管理服务工作,以便更好地管理、服务离休人员、退养职工以及为退休人员彻底走向社区化管理,使企业轻装上阵,保持和维护社会稳定,提出一些建议。
Retiree, who had been made great contributions to national development, is a special group in society. With the country' s implementation of family planning policy, strengthened medical care, the death-rate declines and life expectancy increases, this results in an inexorable trend of population ageing in China. The Sixth Nationwide Population Census shows that population aged 60 years old and above in China has reached to 1.78 billion (13.7% percent of population), so strengthening the construction of service system for the aged people is a heavy task. This article discusses how to strengthen and optimize management and service for retired people combined with practice to preferably manage and service the retirees. This article offers some advice on making the retirees to be used to community-style management, so as to lighten enterprise' s burden and maintain social stability.
