摘要
通过分析、比较建设工程的"社会平均建造成本"、"地区先进建造成本"和"企业个别建造成本"构成内容,从招投标机制的目的和建筑市场监管与发展来分析,在评标中所依据的成本价应当按照当地地区先进建造成本来认定,而不宜按照投标企业的个别建造成本来认定。
Through analysis and comparison of the constitution content of ＂the social average construction cost＂, ＂the area advanced construction cost＂ and ＂the enterprise individual construction cost＂, based on the purpose of bidding mechanism and the supervision and de- velopment of construction market, we should identify ＂area advanced construction cost＂ as bidding construction cost, and not follow the enterprise individual construction cost.
