摘要
本文主要运用数据包络分析(DEA)方法中的CCR(Charnes,Cooper&Rhodes)模型和BCC(Banker,Charnes&Cooper)模型从时间和空间维度对我国各地区经济的相对效率进行分析。研究表明,我国电信经济效率逐年提高,1998年以来,电信经济每年均在最合适的投资规模下进行经营,东、中、西部地区的电信经济运行效率有显著提高。中国电信市场经历了一个显著的技术进步过程,即中国电信市场主要通过注入更加先进的生产技术来实现增长。本文为电信监管部门制定符合我国电信经济发展实际的监管政策提供决策支撑和理论依据。
From the angle of spatial and time dimension, this paper uses CCR and BCC model of Data Envelope Analysis （DEA） method to analyze the efficiency of telecom economy in our country. The results show that the efficiency of telecom economy has been improved year by year, especially rapidly in the eastern, central and western regions, and the telecom economy has grown in the most suitable investment scale and condition from 1998. China＇ s telecom market has just undergone a remarkable period of rapid technological progress. AS a resuit, the growth of telecom market can be brought about by adopting new and innovative technologies. The conclusions can provide theoretical basis for strategic decisions for the relevant teleeom supervision departments.
