促进城镇化发展的转移支付政策研究

Reacerch on the Fiscal Transfer Payment Policy Promoting the Development of Urbanization

城镇化是现代经济增长的重要推动力,在城市化进程中政府转移支付起到至关重要的作用。通过对1994-2009年的数据进行pearson系数相关性分析,显示了城镇化率与转移支付总量、转移支付占GDP比重、转移支付占中央财政总收入比重、转移支付占财政总支出比重和转移支付占地方财政总收入比重呈高度正相关,并提出完善现行转移支付制度、促进城镇化建设的建议。

Urbanization is the core driver force of the mordem economic growth, and the fiscal tranfer payment plays a crucial role in the process of the urbanization. By the data analysis using the pearson correlation coeficient of 1994 -2009, we conclude the urbanization rate is positively corre- lated with the total transfer payments, transfer payments in GDP, transfer payments in the tolal income of central govemment, franker paymentss in total financial expenditure and transfer payments in total fiscal income of local government, then, suggest improving tbe existing system of transfer payments in order to promote the urbanization.
