摘要
运用演化博弈论,建立了政府宏观调控和低碳经济发展的演化博弈模型,并通过局部稳定性分析以及系统相位图分析,显示系统存在两个演化稳定策略,分别是:企业开发低碳技术,政府采取经济调控手段的ESS均衡,以及企业不开发低碳技术,政府采取行政调控手段的ESS均衡。因此,我国政府应逐步减少行政干预,更多地运用经济手段来调控低碳经济的发展,最终实现政府宏观调控与低碳经济发展的理想均衡状态。
The global temperature has been reported a significant increase recently, so low-carbon economy should be developed in China, and the macro-control would be functioned by the government. In this paper, evolutionary game is used to construct a model between government macro-control and low-carbon economic development. Through analyzing local stability and mapping system phase diagram, the evolution process between government macro- control and low-carbon economic development is revealed. According to that process, the administrative intervention is reduced, and economic instruments is used frequently, so that the ideal equilibrium is achieved between government macro-control and low-carbon economic development.
