对特殊监管区域出入境检验检疫监管规定的分析与探讨

由于出入境检验检疫机构对海关特殊监管区域进行监管的依据陈旧单一,与特殊监管区域的发展现状并不匹配,并且已经越来越不能满足特殊监管区域监管工作的实际需要。在上述情况下,质检总局下发了《关于对〈特殊监管区域检验检疫监督管理办法〉(征求意见稿)征求意见的函》,向检验检疫系统内征求对该办法的修改意见和建议。笔者通过认真分析检验检疫机构对特殊监管区域监督管理方面的历史沿革和利弊,提出了自己的一些见解和观点,希望能够对该办法的修订有所帮助并使检验检疫机构对特殊监管区域的监管工作能做到与时俱进,更加符合实际的业务需求。

Due to the General Administration of Quality Supervision for special areas’ supervision is according to the old and single fact,which is not match with its development status.And current Entry and Exit Inspection and Quarantine are found,which can’t satisfy the inspection of special supervision areas’ need.In this situation,the Quality Administration issued the＂On the Supervision and Management of Special Inspection and Quarantine Area（drafts）＂,to seek the advice from the internals of Inspection and Quarantine.By careful analysis the Inspection and Quarantine agencies’ historic evolution and advantages and disadvantages of custom clearance management,the author puts forward some ideas and opinions;hopes these ideas can help the inspection work keep pace with The Times,and more in line with the actual business needs.
