政府信息化建设发展到现阶段,"数据共享、业务协同"已经成为最重要的建设目标之一。从民政部门的数据交换实际需求和现状出发,结合当前一些主流的数据交换软件设计思路,设计并实现了一套以集中统一监控管理为核心、灵活多变接入方式为基础的数据交换平台,较好地解决了民政部门目前电子政务系统中的问题,同时也希望能为其他受类似困扰的信息化项目提供参考。

Government informationization development to the present stage, ＂data sharing, business synergy＂ has become one of the most important construction target. In this paper the civil affairs department data exchange practical needs and present situation, with the current some mainstream data exchange software design idea, design and implement a set of centralized and unified supervision and management of the core and flexible way to access the basis of data exchange platform, better solve the civil affairs of the cur- rent problems, and also the hope for other similar problems by information projects provide some reference.
