摘要
大型船舶港内操纵应满足保障安全与提高通航效率的要求,然而影响大型船舶港内操船的因素多而复杂,系统分析各影响因素的相互关系,以实现"安全、高效"的目标,具有显著的经济和社会意义。以水上交通系统安全的要求为依据,采用层次分析法,从人为因素、航行交通条件、港口地理条件和船舶操纵性能等四个方面构建由19个因素组成的大型船舶港内操纵安全综合评价因素体系模型,通过问卷调查及借助Expert Choice软件确定各因素权重,为大型船舶港内操船安全和提高效率提供参考。
Piloting in port should follow the principle of safety and efficiency. Numerous factors influence the move- ment of ships. Systematically analyzing relation of the factors to achieve the goal of safety and efficiency has appar- ent significance for society and economy. Based on the safety requirements for marine transportation, by means of Analytic Hierarchy Process, a 19 factors safety assessment model of piloting large vessels in port is constructed. The factors reflect human element, traffic condition, geographic condition and maneuvering ability. Through the survey questionnaire and calculation with Expert Choice software, the weights of the factors are determined. The study helps the efficient and safe ship piloting of large vessels in port.
