摘要
劳动监察在国家政治经济生活中具有重要作用,也是现代化进程中必不可少的重要制度设计。"2006年海事劳工公约"的出台对中国船员劳动监察具有重要影响。有必要借鉴"2006年海事劳工公约"关于船员劳动监察的条款,结合中国国情,改变当前船员劳动监察双重主体的现状,将船员劳动监察权授予海事管理机构,并提出了海事管理机构进行船员劳动监察的优势和需重点解决的问题。
The issuing of Maritime Labor Convention,2006 has a great impact on seamen's labor inspection in China. It is necessary to follow the Convention, in light of the conditions in China, and solve the problem that two institu- tions are in parallel involved in the seamen's labor inspection affairs. To authorize the maritime safety administration solely to conduct seamen's labor inspecting is suggested. The advantages of carrying out seamen's labor inspection by maritime safety administration and the main issues that be solved are put forth.
