摘要
"十二五"伊始,我国提出了能源消费总量控制目标,倒逼经济发展方式转型,并对强化能源管理提出了新的要求。立足我国目前的经济发展阶段和能源增长需求,控制能源消费是一项极其复杂和困难的系统工程。本文总结了国际相关政策和经验,提出了促进我国能源消费总量控制目标实现的启示和建议。
In the first year of the 12th Five-Year, China has proposed the requirement of reasonable control of energy consumption, which aims to push the economic development path shift and meanwhile brings great challenge to its energy management. Based on the development stage of China＇s economy and energy demand, total energy consumption controlling is a more complex, difficult and systematical engineering. This paper concludes international policies and practices related to the goal, and then propose inspiration and suggestions contributing to the total energy consumption control in China.
