新疆油气资源开发收益分配机制现状分析与对策研究

Investigation and Countermeasures on Income Allocation Mechanism of Petroleum Resources Exploration in Xinjiang

新疆拥有丰富的油气资源,但油气资源的开发并没有使新疆地方财政收入获得较快增长,民生保障仍处于一种低水平的层次。资源开发的市场化机制不健全、中央集中型的财税体制、生态补偿机制的不完善以及相关立法制度缺位,不仅使新疆面临着"富饶的贫困"的窘境,而且造成生态环境保护缺少足够的资金来源,使矿区不得不承受因生态环境损害带来的生存和发展压力。基于此,为尽可能减少区域政策中"漏斗效应",实现新疆经济社会又好又快的发展和各民族共同繁荣,迫切需要构建一个政府、企业和矿区居民共同参与资源开发收益、公平的分配机制。

Although Xinjiang has rich petroleum resources, local finance income doesn＇ t , see rapid growth from Exploring petroleum resource. People＇ s livelihood is still at a low level in Xinjiang. Because market mechanism of Resource development is not sound, and centralized tax and financial system and ecological compensation mechanism are not perfect and legislative systems is faulty. It not only makes Xinjiang face with ＂abundant poverty＂ predicament, but also led to sufficient funds lack of the ecological environment protection, and mining areas have to face with the survival and development pressure. Based on this , we must construct a justice allocation mechanism embraced government, business and mill inhab- itants, as far as possible to reduce the funneling effect in regional policies, thus achieve sound and rapid economic and social development and the common prosperity of all ethnic groups in Xinjiang.
