新中国成立初期,党和国家高度重视少数民族文化建设工作,提出了少数民族文化建设的三原则。少数民族文化是要建设新民主主义文化,通过民族区域自治和建立文化建设机构,实现少数民族文化事业的发展。改革和创制少数民族语言文字工作在少数民族文化建设中起到了关键性作用。由于党和国家的积极组织与倡导,同时依靠少数民族自身力量,新中国成立少数民族文化建设取得了初步成就。
