General Planning of Flood Control of the Middle and Lower Yiluo River

摘要 对伊洛河中下游防洪中存在的堤防防洪标准普遍较低、河道淤积严重及支沟口、入黄口治理滞后等问题进行了分析,其防洪治理的总体布局为:在伊洛河中下游大力进行堤防工程建设,达到相应的防洪标准;开展河道疏浚,塑造中水河槽;开展河道治理,进行险工改建加固;加快伊洛河黑石关铁路桥卡口段、支沟口和入黄口治理,提高伊洛河整体防洪能力;后期进行岸坡防护,堤顶硬化、绿化、美化,完善工程管理所必需的各类设施,完善通信网络、预警预报、防汛抢险等非工程措施。同时,从堤防工程、堤防迎水面护坡、险工加固、堤顶道路、防汛路、河道疏浚、陇海铁路桥黑石关卡口段治理、支沟口、入黄口整治、穿堤建筑物等方面对治理措施进行了阐述。 The thesis analyzed some problems of flood control in the middle and lower Yiluo River, such as low embankment flood control standards, severe siltation in river channels, hysteretic management at tributary inlet mouth and entrance into the Yellow River. The overall layout of flood control is shown as follows. Advance embankment construction in order to meet flood control standards, dredge river channel and mould medium flowing channel, regulate river course and reinforce the critical levee section, accelerate management at Heishiguan railway bridge section, trib- utary inlet mouth and entrance into the Yellow River and increase overall flood control ability, carry out bank protection, hardening of dyke top, virescence and beautification at the later stage of management, perfect facilities for engineering management and complete non-structural measures, such as communication network, early warning and forecasting system and flood fighting. Meanwhile, the thesis elaborated management measures including embankment, dyke revetment, critical levee section, dyke top road, flood prevention road, training of river channel, management at Heishiguan section, improvement at tributary inlet and crossing-dyke buildings.
