本质安全管理体系在发电设备计划检修中的实践

摘要 火电厂计划检修作业时间短,作业密度大,作业风险错综复杂。根据目前发展趋势,计划检修中人员风险、设备风险、管理风险、环境风险与日俱增,迫切需要程序化、标准化、系统性的管理理论指导工作。本文以本质安全管理体系为指引,结合检修管理中心成立两年来,在计划检修管理中"人、机、环、管"方面的实践成果,探索计划检修中风险辨识操作方法,制定合理的预控措施,形成有效的管控模式,从而实现计划检修"零伤害、零意外、零事故"的管理目标。 The planning service working of heat-engine plant has the following features: short working time, denser operation and complex operation risk. It is pressed for sequencing, standardized and systematic management theory to direct working according to the present developing tendency (the increasing human resource risk, equipment risk, management risk and environment risk in the process of planning service). This paper makes an exploration on the risk identification operation methods in the process of planning service and makes reasonable precontrol measures, and from available controlling pattern by combining the practice achievement of planning service management ( "human resource, machine, environment and management" )in the guide of essential safe management system that are accumulated in two-year founding of service management center. Thereby the management objectives in planning service is realized(Zero harm, zero accident and zero fatality).
