官风引导民风,官德影响民德。领导干部是掌握公共权力的特殊群体,具有特殊的道德要求,即政治品质和道德品质。由于处于社会转型期,领导干部出现一些失德的现象,带来了负面影响,这有其思想文化根源、社会根源、体制机制根源以及领导干部自身的根源等主要原因。为此,为了塑造良好的领导干部官德,我们需要从主观上加强领导干部德性修养和教育,从客观上加强民主政治生活建设以及完善体制机制建设。

The leading cadres are the special groups that hold public power, who are wanted special virtue, i. e. Political character and moral character. Because of in the social transform period, there appears that some leading cadres lose their morality, which brings neglect influence. This has its sources, such as thought and cultural ones, social ones, system ones and those of the cadres themselves. Therefore, in order to mold a good official virtue, we must from the subjectivity, strengthen virtue cultivation and education for the leading cadres and from the objectivity, strengthen democratic political life construction and complete systemic mechanistic construction.
