干旱区农业节水灌溉合作组织创建模式

Modes of cooperation organization for agricultural water-saving irrigation in arid areas

随着节水灌溉技术的推广应用,农民自发地创造了不同的以节水首部工程为连接的灌溉合作组织,在节水灌溉中发挥了积极的作用。通过对新疆典型地区的调查分析,将节水灌溉组织创建模式归纳为3种类型,即首部专管员主导型创建模式、中介组织主导型创建模式和农户自助型创建模式,并对其治理模式、合作机制、利益联结机制、组织治理综合绩效等方面作用和局限性进行了比较,提出了完善节水灌溉合作组织,大力支持农民合作社和创建灌溉服务公司组织模式的建议。

With the application of water-saving irrigation technology,farmers spontaneously create different types of irrigation cooperation organizations which play a positive role in the development of water-saving irrigation.Through the investigation of typical areas in Xinjiang,there are three types of creation modes for cooperation organizations,namely,pumping well manager creation mode,agency oriented creation mode and farmers self-oriented creation mode.Their functions and limitations are compared from the aspects of governance mode,cooperation mechanism,benefit affiliating mechanism and organizational governance performance.Some suggestions are proposed for improving the cooperation organizations for water-saving irrigation,supporting the farmers' cooperation and creating the mode of irrigation service enterprises.
