再论黄河大柳树水利枢纽工程的任务和作用

Discussion again on the tasks and functions of the Daliushu Water Project on the Yellow River

黄河大柳树工程是目前黄河上游惟一可建高坝大库但至今尚未被建的关键性工程 ,该工程具有显著的综合利用效益 ,开发条件十分优越。根据近年黄河下游出现的频繁断流新情况 ,需对枢纽的任务和作用进行重新评价和调整。它对开发我国大西北地区经济具有巨大意义 ,应尽早列项开发。从枢纽的性质及建成后的调度管理出发 ,该工程应列入水利项目。

On the upper reach of the Yellow River,the Daliushu Project is now the only one that can be constructed as a key project with high dam and huge reservoir,but up to now,it has not been constructed.This project has obvious mult purpose benefits,the deve lopment condition of which is very superior.According to the new situation that the runoff always stop on the lower reach of the Yellow River,it is necessary to reappraise and regulate the tasks and functions of the Daliushu Water Project.This project plays very important role in developing the economy of northwest region of China,it should be put into practice as early as possible.Starting from its nature and dispatching as well as management,this project should belong to the water conservancy item.
