Specifically, firstly, social groups regulate members＇ behaviors and improve self-discipline. Secondly, social groups offer public service and promote resources integration. Thirdly, social groups enhance consultations and dialogues and take part in public policy decision. In all the process, social groups play an essential role in stimulating social vitality, improving harmonious factors and reducing unharmonious factors. To promoting the development of social groups, it＇ s nec- essary to adjust relationship between governments and social groups, as well as to give more policy and financial supports.
