The author discussed the necessity and urgency of constructing water pollution prediction and forewarning system of the rivers,pointed out the basic mode of system construction and analyzed and demonstrated its society base, material conditions and benefit.He also pointed out that water resources protection will be raised to a new step,only while the leaders lay stress,the countermeasure must be effect, improve system construction and strengthen water resources protection, supervision and management.
