关于提升中小企业扶持政策有效性的研究——基于中小企业实行名单制管理的必要性与路径的分析

长期以来,为解困中小企业融资发展难题,充分发挥其对经济发展和社会稳定促进作用,国家已出台了一系列针对中小企业发展的扶持政策,现行中小企业划分标准主要以规模为主要分类标的,根据这种中小企业的分类标准,造成各类政策支持中小企业显得笼统、低效,特别还由于因"小"而得到扶持,一些非国家支持性产业的中小企业也得到了政策的"扶持"而快速成长。因此,提升中小企业扶持政策有效性、针对性是当前必须解决的促进中小企业健康发展的重要前提。从我国中小企业数量众多、参差不齐的现状出发,按照分类管理法的基本原理,全面推行中小企业名单制管理是当前提升中小企业扶持政策针对性的有效方法,为此,在构建企业社会效益指标体系基础上,利用因子分析和"3"法则制定分类名单,并以此名单为依据,对中小企业提供有差别的、有针对的、有重点的政策辅助管理十分必要。

In order to solve the financing problem for small and medium enterprises （3MEs）, and help them play the role to economic development and social statability, Chinese government has already issued a series of supportive policies since long time ago. The current classification standards for SMEs is in accordance with their scale, which causes the ineffectiveness of the national supportive policie, even leads to some non-government support industries developing rapidly in ＇support＇ of these policies. Therefore, improving the effecdtiveness and targetiveness of the policies is necessary for the healthy development of SMEs. In the light of the current situation that large number of SMEs with varying quality, full implement of list management system is an effective way to increase policy support to SMEs, in accordance with the basic principle of category management. Based on the social benefit index system, it is necessary to establish classification list by applying factor analysis and the rule of three, which will offer effective policies support management to SMEs.
