With the advent of new public administration,rural communities have become a major way of social management.The unique mode of 'acquaintance society' development in the countryside in China makes it necessary to construct a harmonious rural community with the strengthening of social management innovation. Meanwhile,during the transitional period of the government's social management,the government-oriented mode is still the main one to push forward the construction of harmonious rural communities.Therefore,the construction of a responsible government is an inevitable choice.
