我国教育信息化政策法规年表构建与分析 被引量:19

摘要 自改革开放以来,国务院、教育部及相关部门针对教育信息化问题,制定并颁布了一系列政策法规。按照年代顺序梳理教育信息化的政策法规并构建成年表,对于回顾我国教育信息化的发展历程、总结教育信息化的经验教训以及把握教育信息化的未来趋势有着重要的意义。政策法规年表可以看作我国教育信息化发展进程的缩影。根据信息化发展的阶段历程和政策法规的特点,我国教育信息化政策年表可划分为三个阶段,即初始起步阶段、全面推进阶段和加速发展阶段。不同阶段涉及的领域、召开的会议、成立的组织、启动的项目等侧重点有所不同,但却相互包含、层层递进。我国教育信息化政策法规在今后的制定过程中应更加关注文化因素、绩效评估和上下联动。 Since the reform and opening up, the State Council, the Ministry of Education and relevant governmental departments formulated and promulgated a series of policies and regulations for education informatization. A chronology form arranged for these policies and regulations will be of great significance for us to review the development course of China's education informatization, summarize the experiences and lessons, and grasp the future trend of educational informatization. The chronology of policies and regulations can be viewed as an epitome of the process China made in education informationization. According to the development stages of education informatization and the characteristics of the policies and regulations, the chronology can be divided into three stages: the initial stage, the fully advancing stage and the accelerating stage. The emphases of the relevant fields, conferences held, organizations established and projects started in different stages are different, but they form an interrelated and cumulative progression. It is suggested that in the formulation of future policies and regulations, more attention should be paid in the cultural factors, performance appraisal and interaction between upper and lower levels of institutions.
