河北是个水旱灾害频繁的省份,面临着严重资源性缺水、突发性暴雨洪水灾害和水环境恶化等难题。在21世纪,力争用30年的时间建成“三个体系”(水资源、防洪、水环境三个保障体系),实现“三个确保”(确保经济、社会、环境安全),加速由工程水利向资源水利、由传统水利向现代水利的转变。

Hebei Province suffers from frequent flood and drought disasters and is facing difficulties such as severe resources-oriented water shortage, sudden storm-caused flood disaster and water environment degradation, etc. In the 21st century, we will make every effort to complete 'three systems' (water resources, flood control, water environment), realize 'three guarantees' (guarantee safety of economy, society and environment) and quicken the steps of change from structure water resources to sustainable water resources, from traditional water resources to modern water resources.
