Historic Study and Reference of Flood Control Philosophy

20世纪初叶以来,迅速发展的工程技术带来防洪的新形势和新观念。在与洪水作斗争的进程中,尽管调控洪水的能力不断提高,但是洪水灾害的损失仍不断增长。世界各国为此都在进行减灾战略的新探索。中国传统治水思想中蕴含的人类社会发展要适应洪水规律的认识,今天仍然散发着科学的光芒。水利史研究提出了灾害双重属性的科学概念,认为在进一步提高工程防洪能力的同时,人们应当积极寻求适应自然规律的发展模式,建立社会化的防洪减灾保障体系。

Since 1900, rapid development of engineering technologies brings about new situation and concept for flood control. During the combating with floods, though capacity of regulating floods is being continuously promoted, damages and losses caused by floods keep growing. All of countries in the world are researching on new disaster mitigation strategy. The understanding that development of human society has to follow the rule of flood that contained in traditional water philosophy still emits light of science by now. Study of water conservancy history proposes scientific concept of dual character of disaster indicates that people should actively seek for development mode suitable to natural discipline whilst promoting flood control capacity of structures and establishing socialized flood control and disaster mitigation guarantee system.
