Creating Good Environment of Enforcing Law Promoting Management of River by Law

在由传统水利向现代水利转变的新时期，河道行政执法难是亟待破解的难题。本文通过河道地方立法、联合执法和提高公民遵纪守法自觉性三个方面入手，阐述了营造良好的河道执法环境对促进依法管理河道工作的作用。

In the new period from traditional water conservancy to modern one the problem of which management of river by law is difficult should be resolved wrgently. In this paper,the author discussed creating good environment of enforcing law and its role on promoting management of river by law in three aspects:local legislation for river,enforcing the law jointly and improving the consciousness of citizens in observing discipline and abiding by law.
