This paper clarified the importance and necessity of the overall planning for the construction of shore-based hospital informatization. To cope with the problem, following corresponding strategies were put forward to deal with the problem： intensifying the duties and responsibilities of related organizations, in-depth investigation and analysis, exploring a new mode of information support, strengthening combat readiness informatization, the introduction of business procedure remolding （ BPR）, intensifying performance eval- uation and drawing support from software companies.
