试析转型期我国公共治理结构的重塑——基于线型治理结构向网络治理结构转换的考察

Paradigm Shift of Public Governance Structure in China’s Transition —— Based on the Linear Control Structure to Network Governance Structure

在转型场景中,我国传统的线型公共治理结构正面临全球治理变革、社会转型发展、内在基因缺陷以及政府治理失灵等多重因素的巨大挑战。推进治理结构转型是当前我国公共治理改革的主要任务。网络治理结构具有开放、灵活、专业、参与等特质,是公共治理结构转型的目标选择。构建网络治理结构的基本路径是政府要做好顶层设计,大力推进改革,规范主体关系,重构制度安排,提升治理能力。

In the transformation scene , the changes of global governance , the promotion of society transition , the defects of inherent genetic , and governance failures are enormous challenges to reconstruct linear public governance structure. Restructuring the governance structure is the main task of public governance reform at present. Governance by network has some characteristics with openness , flexibility , profession , participation and so on , which should be the aim choice of the public governance structure transition. The basic roads to build up network governance structure will depend on preparing for good top-level designs , promoting the public governance reform , reshaping the interactions among the actors , reconstructing the system arrangements on actors ’ behavior , raising the abilities of multi-governance actors.
