摘要
四川省白酒工业生产要素优势突出,集聚和辐射能力强大,产业基础实力雄厚。但是,作为白酒大省,同全国其他省区一样,四川缺乏统一的酒政管理机构和行业规制体系,造成了酒类生产流通管理上的盲点和漏洞,这种体制上的缺失,导致了白酒生产营销机制在一定程度上混乱无序。要打造"中国白酒金三角",实现白酒千亿产业规划,加强白酒行业规制体系,以行业体制改革促进生产营销市场机制的健康运行特别重要。
Sichuan liquor-making industry has outstanding advantages of factors of production, strong concentrating and radiation capacity, and solid industry base. However, like other powerful liquor-making provinces, Sichuan lacks unified alcohol administration offices and sound indus- try regulations, which leads to blind spots and loopholes in the production, circulation, and management in liquor-making industry. Such system lack would finally lead to disorder in liquor production and liquor marketing. In order to build Chinese liquor-making golden triangle and to re- alize the billions of liquor industry planning, it is very important to formulate industry regulations.
