人权问题日益成为国际上霸权主义和反霸权主义斗争的焦点之一 ,在理论上也表现出不同人权观的较量。美国及西方发达国家和中国及广大发展中国家之间所代表的两种不同人权观的理论分歧 ,绝非学理之争或概念游戏 ,人权普遍性与特殊性的问题 ,实质上是美国双重人权标准和美国干涉别国内政、称霸世界的强权政治与广大发展中国家维护国家主权、追求公正国际经济秩序。

There is a great difference on the understanding of human rights between the advanced countries and the developing ones. The dispute is not only a kind of game on concept; it is rather a battle on human rights. It is a battle between the USA, which interferes with the civil rights of other countries, and those countries which seek for fair international economic order, Development and protection of their rights.
