从转型来看 ,内需不足的原因在于要支付改革成本和产权改革方面的徘徊。从发展来看在于中西部地区发展缓慢和城市化滞后。相应的对策是建立和完善社会保障体制 ,开发中西部 。
Viewed in the transition, the cause of the insufficient of the domestic demand is that the reform cost must be paid and the reform of the property rights is indecisive. In the development, the cause is that the central and west rigions develop slowly and urbanization lags behind. The solution is to set up and reprove the social ensuring system, develop central and west regions and speed up rural marketization.
