农村土地使用权流动的障碍:内生机制不完备

A Study on the Imperfection of the Endogenous Mechanism in the Transaction of Land use Right in the Country

当前基本上已经从政策上解决了土地使用权流动的障碍 ,但是土地并没有按照政策预期流动 ,反而土地抛荒越来越多。其主要原因就是土地使用权流动的内生机制不完备 ,土地流动的财产制度、土地使用权的价格体系、土地所承担的社会职能等方面存在着缺陷 ,这就需要完善土地使用权流动的内生机制。

The current policy has formally removed hurdles in the transaction of land use right. But the flow of land use right has not in operation as the policy expect ed. On the country, more land is abandoned than before, owing to the imperfectio n of the endogenous mechanism of the transaction of land use right. The smooth l and transaction depends on the perfection of property system, the price system, and social function in land ownership.
