This paper was prepared as a brief introduction to the legislative problems and its situation for national autonomous regions to enact adaptable and additional regulations.It also describes how the chinese decrees in effect authorize the autonomous regions to enact the name,the legislative body,the procedure for reporting to the higher authorities and the adaptable limits of a normal document.It even ponders over some existing affairs in the legislative system.
