西部大开发战略推进应当注重发挥民营企业的市场主体作用

Private Enterprise's Role in the Market in the Process of Western Development

国家"十二五"规划纲要表示给予特殊政策支持西部民营经济发展。文章论证了西部大开发国家战略推进中民营经济发展的区域价值,分析西部大开发国家战略推进中民营经济发展的现存问题,并且提出有针对性的操作对策:借鉴改革开放初期经验,倡导先富带动后富;加强区域特殊政策支持,营造和谐社会氛围;大力发展城乡教育事业,提高科技文化水平;加大新农村建设力度,培养新型农民企业家。只有这样,才能使民营经济得到跨越式发展,才能使西部大开发的国家战略推进卓有成效。

National ＂twelfth five-year＂ plan means to give special policy to support the development of private economy in west China. The article involves a discussion of the regional value of the private economic development in the process of western development, and an analysis of the existing problems of it and corresponding countermeasures, which are： based on the experience from the early years of reform and opening-up to advocate the people becoming rich earlier to bring along other people; increasing the support of regional special policy to build a harmonious social atmosphere; developing urban and rural education to improve science, technology and culture; strengthening the efforts to new rural construction by cultivating new farmer entrepreneurs. These measures can realize the great-leap-forward development of private economy, and make the strategy of western development be effective.
