A Discussion on the Concept of Inclusive Growth and the Development Orientation of Tibet's Public Policy

包容性增长理念是人们在反思经济增长与社会发展的关系基础上提出的一种理念,其形成和发展有着深刻的理论渊源和现实基础。包容性增长理念强调经济增长的包容性和社会发展的宽容性,与西藏追求长治久安和跨越式发展的目标具有高度一致性。同时,作为一种理念,包容性增长需要以公共政策作为其实现的路径,而公共政策也只有以科学的理念作为指导,才能达到政策目标,实现维护社会公共利益的目的。

Inclusive growth is a concept created on people＇s reflection of the relationship between economic growth and social development. The formation and development of the concept are with both theoretical and realistic basis. The concept of inclusive stresses on the inclusiveness of economic growth and the toler- ance of social development. It is consistent with the goal which the Tibet Autonomous Region has always been pursuing, that is the long-term stability and leap-forward development of Tibet. As a concept, inclusive growth needs public policy to realize it while public policy needs scientific theory as guidance to achieve its goal and safeguard public interests.
