抗战时期鄂西后方开发与建设述论

On the Development and Construction of the Enemy's Reared Area in Western Hubei Province during the Anti-Japanese War Period

历史曾为鄂西创造过一次开发与建设的机遇 ,那就是在抗战期间的鄂西后方时期。鄂西后方的开发与建设不仅是多方位的 ,而且具有特定的时代内容和地区特征。在经济方面 ,进行了农业改造 ,工矿业和交通业开发 ;在教育方面 ,通过教育立法、增加教育投资和实施“计划教育”,开发和发展了鄂西教育 ;在政治方面 ,则实行了行政体制改革、惩治贪污。

An opportunity of multi developments and constructions was offered to the Enemy's reared area, western Hubei province during the Anti Japanese war. In economic aspect, agricultural transformation, industry, mining and transportation had developed. In education, the educational legislation, the carryout of Planned Education and the increase of education investment spurred the western education. In politics, a series of reforming measures such as reforming administrative system, punishing bribe taking, combating evil forces and prohibiting drugs and opium smoking had taken.
