This paper discusses the contents of database, the guidance infrastructure, the methods and information for broadcasting, and system application in Vehicles Guidance System （VGS）. VGS is significant application function of Luoyang smart traffic system,which could supply timely precise information about the streets network,export the optimum route for people traveling. In the distribution of city traffic flow and freely flowing the city streets it also run as important foundations.
