摘要
西藏和平解放60年以来,基础教育发展与改革硕果累累。西藏基础教育办学成效显著,并不断完善和提高"三包"政策与标准。西藏基础教育由于地缘环境与历史进程的原因,目前也面临着一些突出问题。在发现与分析现存问题的基础上,结合西藏十二五期间的目标与任务提出了相应对策与措施,包括促进学前"双语"教育事业发展,加强农牧区试点工作;加强中小学校本课程建设,扩展多元文化教育维度;加强义务教育经费与师资力量投入,提高义务教育保障水平等,以此促进基础教育并取得长足进步。
Since the 60th anniversary of the peaceful liberation of Tibet,great success has been achieved in the development and reform of basic education in Tibet.Basic education has achieved great success and the policies and criteria of 'three pack' in Tibet are improved constantly.Owing to the geopolitical environment and historical process,there are certain prominent problems.Based on the problems discovered and analyzed and combining with both the target and the task of 12th Five-Year Plan in Tibet,the countermeasure and solutions are put forward,such as enhancing the development of preschool 'bilingual education' and promoting pilot job in farming and pastoral areas;strengthening the school-based curriculum construction in primary and middle schools and enlarging the dimension of multicultural education;increasing the investment of compulsory education funds and teacher forces and raising the guarantee level of compulsory education and so on.All of these would encourage the basic education in Tibet.
