随着我国城市化率的迅速提高,城市规模的持续扩大,城建融资已成为突出问题。作为中等城市的烟台市已确立了建设国内一流滨海城市的发展目标,更需要努力解决城建融资问题。总的原则,应是基础设施建设先行,公益性城建投入归政府,经营性和准经营性城建投入归市场,进一步拓宽融资渠道。应加大政府财政投入,积极引导社会投资,加快银行和小额贷款公司发展,积极吸引华侨投资。对于中等城市的建设,要科学规划,坚持量力而行和惠民的原则,对城建资金要公开透明,加大监管力度。

With the rapid increase of China＇ s urbanization rate and the continuous expansion of city size, financing of urban construction has become a very obvious issue.
